The current at-large election system is unfair to people of color,
neighborhoods, labor, and other communities. Candidates need massive
amounts of money to win election, and many communities have a hard time
getting good candidates elected to the Board of Supervisors. In 1994
Supervisor Mabel Teng became the first candidate of color to win a seat
under the current system without first being appointed by the mayor.
